On June 27-28, 2023, the 63rd meeting of the Interstate Council for Standardization, Metrology and Certification of the States Parties to the Agreement on the Implementation of a Coordinated Policy in the Field of Standardization, Metrology and Certification was held in Bishkek, Kyrgyz Republic

The meeting was attended by delegations of national bodies for standardization, metrology, conformity assessment and accreditation of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, as well as representatives of the Ministry of Economy and Commerce of the Kyrgyz Republic, the CIS Executive Committee and the Bureau of Standards.

The meeting was attended by delegations of national bodies for standardization, metrology, conformity assessment and accreditation of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, as well as representatives of the Ministry of Economy and Commerce of the Kyrgyz Republic, the CIS Executive Committee and the Bureau of Standards.

During the meeting, a number of important issues were considered in various areas of EASC activities, concerning:

- works carried out in the CIS member states in the field of technical regulation, standardization, ensuring the uniformity of measurements, conformity assessment, accreditation and supervision;

- implementation of the Action Plan for the implementation of the EASC Development Strategy for the period up to 2030;

- international cooperation of the EASC;

- Report on the activities of the Interstate Council for Standardization, Metrology and Certification for 2018–2022;

- consideration by the Commission on Economic Affairs under the CIS Economic Council dated 19.04.2023 of the draft Regulation on the Basic Organization of the Member States of the Commonwealth of Independent States for Training, Advanced Training and Retraining of Personnel in the Field of Standardization, Metrology, Quality Management and Certification and approval of the updated draft Regulation;

- implementation of the ICP 2022-2023 and the formation of the ICP 2024-2025;

 

- adoption of documents on interstate standardization;

- publication of adopted documents on interstate standardization;

- cancellation of documents on interstate standardization that have lost their relevance;

- adoption of the List of Priority Areas of Work on Interstate Standardization for 2023–2027 (PNMS 2023–2027);

- information support of interstate standardization;

- disbanding, renaming, merging and transferring the jurisdiction of the ITC;

- conducting seminars/round tables for ITCs;

- creation of ITC "Sports and Other Entertainment Facilities and Equipment", ITC "Good Laboratory Practice (GLP)" and ITC "Means and Methods of Countering Counterfeiting and Counterfeiting";

- recognition of the national reference materials of the Republic of Belarus (4 types of RM), the Republic of Kazakhstan (2 types of CO), the Russian Federation (64 types of CO) and the Republic of Uzbekistan (2 types of SR) as interstate reference materials (MSS);

- implementation of the updated Program for the Creation and Application of Interstate Reference Materials for the Composition and Properties of Substances and Materials for 2021–2025;

- implementation and updating of the Program for the development and revision of fundamental regulatory documents to ensure the uniformity of measurements;

- implementation and updating of the Program of Work on the Development of Certified Data on Physical Constants and Properties of Substances and Materials in Specific Thematic Areas for 2022–2024;

- implementation of the Work Program for the creation of a system for metrological support for measuring the calorific value (combustion energy) of gas fuel in the field of gas calorimetry, as well as other types of fuels for 2018–2023;

- implementation and updating of the Program for the development of documents on interstate standardization in the field of metrological support for the production and accounting of energy resources (liquids and gases);

- consideration of the Agreement on exemption from customs duties, taxes and issuance of special permits for the transportation of regulatory documents, standards, measuring instruments and reference materials transported for the purpose of verification, calibration, comparison and metrological certification (February 10, 1995, Almaty);

- the progress of the approval of the draft Agreement on Technical Barriers in Mutual Trade of the Member States of the Commonwealth of Independent States;

- competition for the 2023 Commonwealth of Independent States Prize for achievements in the field of product and service quality. Within the framework of this issue, the formed expert commissions were approved, information was provided on the training of experts of the CIS Prize. Also, the materials of the finalists were submitted to the Jury for consideration: expert opinions submitted by national authorities, and conclusions of expert commissions based on the results of the examination of materials. Based on the materials reviewed, the Protocol of the first meeting of the jury of the competition was signed.

- establishment of the Working Group to finalize the Agreement on Mutual Recognition of Accreditation of Conformity Assessment Bodies (WPA WPA);

- progress in the implementation of the Work Program of the EASC Working Group on the establishment of a Regional Organization (Association) for Accreditation for 2023. Within the framework of this issue, 5 ROA documents were approved by the EASC members.

The outcome of the meeting was the signing of the minutes of the 63rd meeting of the EASC.

Based on the results of consideration and discussion, the participants of the meetings made agreed decisions aimed at improving standardization, metrology, conformity assessment and accreditation activities to solve urgent problems of improving the quality and competitiveness of products, strengthening scientific, technical, trade and economic relations of the States Parties to the Agreement.
